Sex Offender Leaves Home Detention
A convicted sex offender has cut himself free from his monitoring bracelet. A warrant has been issued by the Carroll County Sheriff’s Office for 50 year-old Paul Raymond Smith. He is being charged with second-degree escape. Smith was serving a three-month sentence of home detention because he failed register as a sex offender.
Smith pled guilty in 1994 to Second degree Sexual Offense and two counts of child abuse. (These were reduced charges. Four charges of second degree rape were never pursued.)
Police believe that Smith is still in the Westminster, Maryland area. He is reported to frequent Westminster shopping centers along Route 140.
