These first few offenders are from Oklahoma.

CSN Net Clean-Up: Amanda Rae Howard

Amanda Rae Howard (aka Amanda McMillan, aka Amanda Rae Williams) of Oklahoma City was convicted in 2004 of inducing a minor to engage in prostitution. She is a registered sex offender. Amanda has a MySpace page.

CSN Net Clean-Up: Justin Andrew Meeks

CSN Net Clean-Up: Justin Andrew Meeks of Mounds, Oklahoma was convicted in 2008 of second degree rape (aggravated). He is a Level 3 sex offender. Justin has a MySpace page. He lists his occupation as "phlagrant masterbation."(sic)

CSN Net Clean-Up: Steven Charles Sisco

Steven Charles Sisco of Fanshawe, Oklahoma was convicted in 2007 of first degree rape (aggravated). Steven is a Level 3 sex offender. He has a MySpace page.

CSN Net Clean-Up: Waylon Allen Simons

Waylon Allen Simons of Norman, Oklahoma (or maybe OKC) was convicted in 2006 of second degree rape (aggravated). Waylon is a Level 3 sex offender. He has a couple of Myspace pages – one here, and one here.

Now we jump from Oklahoma to North Carolina, where we round up one more:

CSN Net Clean-Up: Tawann Lashan Bell

Tawann Lashan Bell of Kinston, North Carolina was convicted twice for indecent liberties with a minor (2002 and 2003). He is registered in the state of North Carolina as a sexual predator –the only registered "predator" in Lenoir County. He was also charged with failing to register as a sex offender in June of 2009, as this news article relates. Still, Tawann has both a MySpace page and a Facebook page. Electronic social networking is not allowed in North Carolina, but Tawann Bell's Facebook page is quite active. In fact, he does a lot of whining about some of his relatives that also made their way to prison. Oddly, Tawann Bell's mugshot serves as his profile picture on his Myspace.

Bell also has a record of assault and a weapons charge.

That concludes this month's installment. We'll try to keep exposing more of these offenders who continue to break the rules.

CSN Net Clean-UP: Brad Dulay

Bradley Joseph Dulay of Portland, Oregon is a registered sex offender -level three. He is a child predator and is classified as such by the State of Oregon. Dulay likes little boys. He tries to persuade his victim into a sexual attack by making it appear as a game. If his intended victim resists his perverted advances, Dulay will resort to threats.

Brad Dulay was convicted in April of 1999 of attempted sodomy. He was also convicted for failing to register as a sex offender. He has a Facebook page.

CSN Net Clean-UP: Wilton Green

Wilton Leroy Green of Henderson, North Carolina was convicted in June of 2003 of indecent liberty of a minor. He is a registered sex offender. Like many convicted sex offenders, he likes to talk about God quite a bit. When he's not waxing religious, he's hitting up the chicks on Facebook.

(Crimeshadows.com and CrimeShadows News has been covering the hunt for the Daytona Beach Serial Killer since January of 2008, when the body of Stacey Gage was found in a wooded area. Her murder was linked to the earlier murders of LaQuetta Gunther, Julie Green, and Iwana Patton.)

The staunch defenders of the Second Amendment are up in arms, so to speak, over Daytona Beach Police Chief Mike Chitwood's request for gun records. Chitwood recently sent letters to gun shops in central Florida asking for their cooperation in the hunt for a serial killer. Chitwood wants to know who bought a Smith & Wesson .40-caliber between 2004 and 2005.

Marion Hammer, a lobbyist for the NRA, expressed his derision:

"Collecting lists of gun owners, and their names and addresses and phone numbers, and then turning around, showing up on their doorsteps, asking to see their guns, and questioning them, treating them like suspects when they've done nothing wrong, under a system where we are presumed innocent until proven guilty? I mean, this is some scary stuff going on."

I'm a gun owner myself, and I would have no problem allowing law enforcement knowledge of my gun ownership. However, I do think they would need reasonable cause before they took custody of those weapons for ballistics. Of course, a voluntary request would be reasonable, provided my refusal wouldn't make me a suspect. If it helps in the effort to catch a serial killer, I think it is only dutiful to cooperate. I can appreciate the concerns of those who disagree. Not all police departments and investigators are the same. Anyhow, that's my opinion.

Daytona Beach Serial Killer at CrimeShadows News

Matt Nichols likes the youth. That's why he got a job as a youth director at his local church. That's why he chose to teach school children. He really, really likes the youth. But, Nichols love of children is not the good kind. It is the bad kind –the evil kind. Nichols, now in New Mexico, was in trouble before for perversions with minors back in Pennsylvania. Now, Matt Nichols is caught in the act again.

Matthew F. Nichols, 58, a resident of Los Alamos, New Mexico, was arraigned on child pornography charges this morning by Chief United States Magistrate Judge Richard L. Puglisi. Nichols is charged in a six-count federal indictment that was unsealed on June 23, 2010 following his arrest in Los Alamos. He is detained pending a detention hearing scheduled for 9:30 a.m. on June 25, 2010.

The indictment charges Nichols with two counts of distribution and attempted distribution of child pornography; one count of receipt of child pornography; and three counts of possession of child pornography. According to the indictment, Nichols has prior convictions from Pennsylvania for corruption of minors and criminal solicitation (to commit involuntary deviate sexual intercourse). At the time of the crimes alleged in the indictment, Nichols was the youth minister (Director of Youth and Family Ministry) of Bethlehem Evangelical Lutheran Church in Los Alamos.

"Matt Nichols is our full-time Director of Youth and Family Ministries. In his sixth year at Bethlehem, he leads groups for High School, Middle School, and TwEEns' Fellowships."

"Matt works with the Youth and Family Ministry Team to provide quality programs for kids, parents, and the rest of the Bethlehem Family. A science teacher for 22 years, athletic director, and coach, Matt obtained his degree in Chemistry from Lebanon Valley College in Pennsylvania. He sang with the Santa Fe Desert Chorale for six years. At Bethlehem, Matt directs the children's choir, Joyful Noise, as well as enjoying Youth Fellowship, TwEEnS' FeLLowsHIP, photography and web design."

Nichols was also listed on the board of directors of Rainbow Trail Lutheran Camp

If convicted, Nichols faces not less than 15 years imprisonment up to 40 years, up to a lifetime of supervised release, and a $250,000 fine for distribution and receipt of child pornography. Nichols also faces not less than 10 years imprisonment up to 20 years, up to a lifetime of supervised release and a $250,000 fine for each count of possession of a visual depiction of a minor engaged in sexually explicit conduct.

United States Attorney Kenneth J. Gonzales said that the charges against Nichols stem from an investigation led by U. S. Immigration and Customs Enforcement (ICE), an agency of the United States Department of Homeland Security. According to search warrant affidavits that were unsealed after Nichols' arrest, ICE initiated its investigation in October 2009 based on a tip from America Online (AOL) and learned that an IP address subscribed to the Bethlehem Evangelical Lutheran Church in Los Alamos had been used to transmit child pornography. Court records reflect that computers containing child pornography were seized from the Bethlehem Evangelical Lutheran Church and Nichols' home pursuant to court approved search warrants.

The case is being prosecuted by Charlyn Rees, Assistant United States Attorney, as part of the national Project Safe Childhood Initiative, and was investigated by ICE in partnership with the Office of New Mexico Attorney General Gary King. Anyone with any information relating to Nichols or the crimes charged in the indictment is asked to call Special Agent Anthony M. The United States Attorney for the District of New Mexico has forged a partnership with federal, state, and local agencies to implement Project Safe Childhood in New Mexico. An indictment is only an accusation. All criminal defendants are presumed innocent unless proven guilty beyond a reasonable doubt.
